ExxonMobil & Oil Search – Project Manager and Project Manager Advisor for FEED and project start-up phases of 6.6 mtpy PNG LNG Project in Papua New Guinea.  Responsible for development of the existing gas production and integration into the new gas production and pipeline ($2.5 billion portion of $15 billion total capital).  Later work as ExxonMobil representative to kick-off the detailed engineering phase including meeting of Environmental and Sustainable Development commitments and Government Interface Management Planning. Shell Canada – Albian Sands Energy Expansion 2&3 – Project Manager for Front End Definition (FED) stage 2 of a 100,000 bbl/d expansion of the Jackpine Mine process facilities. Scope included Ore Preparation Plant, Extraction and Paraffinic Froth Treatment Plants, associated utilities and site-wide Infrastructure.  Additional services provided - assistance in the development of the following FED stage 3 and Implementation phase execution plan and development of early works programs.

Imperial Oil – Kearl Oil Sands Project – Project Manager for the final 5 months of the Conceptual Design Stage of the 100,000 bbl/d Kearl Oil Sands Project. Scope included Ore Preparation Plant, Extraction and Paraffinic Froth Treatment Plants, associated utilities and site-wide Infrastructure.  Additional services provided - assistance in the development of the following FEED phase execution plan and development of early works programs.

Phelps Dodge, Cerro Verde, Peru – Owners Engineering Manager for project EPCM phase, managing Fluor as EPCM Engineer on $850M new 108,000 t/d Copper concentrator (HGPR & Ball Mills).  Particular additional issues: Tailings Storage facility integration with process facility, where tailing material is as much a product as concentrate.  Independent Peer Reviews. Environmental design and permitting to Equator Principles.  Management of EIA, EMP – Construction, Operations & Closure Plan (including Financial Assurance) prepared by MWH.  Management of the technical issues to be addressed for Commercial Lender funding, project viability, audit hosting, performance guarantee development. Dealing with lender Independent Engineer, Banks, Lawyers to draft Master Participation Agreement.  Management of 220 kV power supply line EPCM plus development of an O&M contract with Utility company.

Carneys Organic Recycling, Squamish, BC, Canada – Project and Construction Manager for 50 t/d organic composting facility utilizing continuous aerobic composting technology.

Norskecanada Pulp Mill Projects, Crofton, BC, Canada – Project Manager, Process Engineer for several projects taking them from generation of the Feasibility Study through Engineering, Construction & Start-up.  Peroxide Unloading & Storage Facilities, Energy Conservation Modelling and Projects, Chlorine Dioxide Storage Seismic Upgrade and Spill Containment, Chemical Unloading and Storage Upgrades.  Particular additional issues: HAZOP of Chemical Unloading.  Management and development of computer process model.

Phelps Dodge, Cerro Verde, Peru – Project Management Consultant hired to generate of a feasible project execution plan for a Cu production increase project for leaching facility.  Included Power & Water Supply and Distribution expansion, Leaching expansion and Electrowinning expansion.  Particular additional issues:  Revision of the feasibility study to match actual site conditions. Use of locally available EPCM skilled labour to carry out project execution.

Phelps Dodge, Candelaria, Chile – Project Management Consultant hired to generate of a feasible project execution plan for a Cu resource exploration and pre-production project.  Included development of underground mining plan linked with Exploration Block Model and Mine Planning requirements. Involved set-up of “life-of-mine” option analysis to define project scope. Particular additional issues:  Development of time & motion study of underground mine shaft development in variable and poor rock conditions.

Shell Canada/BHP – Muskeg River Oil Sands, Alberta – Engineering and Assistant Project Manager and Report Manager for an 15 month feasibility study of a new C$1,650 M, 150,000 bbl/a oil sand mine and extraction facility, processing 247,000 t/d of ore.  This was the upstream part of an overall $6,500 M project.  The study involved geology, mining, extraction process design and plant, infrastructure, owner’s cost definition and estimating (including IT and training).  The study included definition of the project, a detailed capital and operating cost estimate for life of mine, a project execution & operating plan, and financial justification.  The project was approved for funding.  Particular additional issues:  Working in parallel with on-going Pilot Plant development for key process technology completely new to the industry.  Management of formal outside third party Risk Assessment of all technical aspects of the project, with high-risk process technology and tailing storage management.  Tailing storage management – where design is critical to timing of storage volume during life-of-mine operation.  Concept that tailing is a much a product of the process as the saleable product.

Phelps Dodge – Ambatovy Project, Madagascar – Project Manager & Report Manager for a feasibility study of a new $900 M, 30,000 tpa nickel/cobalt from laterite open pit mine, using high pressure acid leaching.  The study involved geology, mining, process, infrastructure, logistics, definition engineering and a detailed capital, operating cost estimate and economic model.  Particular additional issues: World Bank funding management requiring particular Environmental Management – management of EIA development by Golder. Four process options particularly regarding process and mechanical reliability of the HPAL trains –work with Hazen Research.  Resource and reserve block modelling and peer review (MRDI) to produce feasible mining reserve. Infrastructure development and logistics modelling (power, Road/rail upgrades) and need to partner with Government, Lenders, Utilities.  Sub-marine tailing disposal option to tailing storage dam.

Blandin Paper Co., Grand Rapids, MI, USA – Project Manager for the feasibility study and project start-up phase of a $30 M gap-former upgrade to an existing 100" LWC paper machine.  Particular additional issues: working with single preferred vendor to develop fair costs.

Cellulosa Arauco, Valdivia, Chile – Assistant Project Manager for the feasibility study review and detailed engineering start-up phase for a greenfield $1,200 M 2000 Adt/t bleached kraft pulp mill in Chile.  Particular additional issues: Coordination of Engineering team from 3 countries (process from Sweden & Canada, Engineering from Canada, Sweden and Chile).  Environmental management in developing countries – need to meet “world standards” in addition to local country regulations

Fletcher Challenge - Tasman Pulp and Paper Co. Ltd, Kawerau, New Zealand – Project Manager for a pre‑feasibility study of a new $600 M coated wood-free fine paper machine. Particular additional issues: Scandinavian and North American technology was utilized to enhance design engineering and project management, particularly in the areas of 2-D and 3-D CAD and project databases.  Particular additional issues: Coordination of policies between Fletcher Challenge New Zealand and Fletcher Challenge Canada.

Fletcher Challenge Canada Limited, Crofton, BC, Canada – Project Manager for detail engineering of a $20 M upgrade to pulp digester.

Sappi Saiccor Ltd., Umkomaas, South Africa – Project Manager for basic engineering of a $30 M sulphur dioxide reduction program at a calcium-based dissolving pulp mill.

Siam Paper Co., Ltd., Bangkok, Thailand – Project Manager for proposal of a feasibility study for a $250 M 300 ADtpd coated wood‑free paper mill.

H.A. Simons, Vancouver, BC, Canada – Vancouver Office Information Technology Manager: Responsible to Office Manager for the implementation, use and support of computer solutions to design engineering, project management and project services for the 500-600 engineering employees in the Vancouver office.  Also responsible to support project and proposal managers in “selling” the use of these tools to clients - involving cost-benefits analysis and proposal writing.

Sappi South Africa, South Africa – Simon's Business Development Manager responsible for ten small projects and one large project for various Sappi South Africa pulp and paper mills.

Sappi Saiccor Ltd., Umkomaas, South Africa – Project Manager for project detail engineering phase start-up for $400 M dissolving pulp mill bleach plant and pulp machine upgrade.  Based on Feasibility study produced below.  Particular additional issues: Coordination of Engineering and Management team from three countries – Sweden, Canada & South Africa.  Execution of all EPCM services at the mill rather than in a home office with personnel from Sweden, Canada and South Africa.  Working with South African consultants – M&R, LTA, Bateman.

Usutu Pulp Co., Swaziland – Project Manager for a feasibility study and cost estimate review of a pulp mill upgrade ($50 M) including a new MCC digester, rebuilt recausticizing plant and new plant machine.

Sappi Saiccor Ltd., Umkomaas, South Africa – Project Manager for a feasibility study and cost estimate for a $400 M expansion of a sulphite dissolving pulp mill including new batch digesting, 800 ADtpd O2 delignification, four-stage bleach plant and pulp machine.  Particular additional issues: Coordinating between Canadian technology knowledge and South African operations knowledge to produce a technically feasible project scope.

Ust-Ilimsk Pulp Co., Ust-Ilimsk, Russia – Report Manager for feasibility report generation for a major upgrade ($400 M) of an existing 1,200 ADtpd bleached kraft pulp mill.

Fletcher Challenge Canada Limited, Crofton, BC, Canada – Assistant Project Manager for detail engineering, construction, commissioning and start-up of a $390 M kraft mill expansion program, new and revamped recovery boiler and recausticizing rebuild, and miscellaneous on-site projects.

Canadian Forest Products Limited, Prince George, BC, Canada – Lead Pulping Engineer for a feasibility study and cost estimate for a $600 M expansion including new Kamyr MCC digesting, brown stock washing, O2 delignification and four-stage bleach plant.

Blandin Paper Co., Grand Rapids, MN, USA – Process Engineer/Piping Checker for detail engineering for a greenfield 300 tpd pressure groundwood mill.

Weyerhaeuser Canada Ltd., Prince Albert, SK, Canada – Piping Checker for detail engineering for a new 210,000-tpy fine paper machine.  Simons’ Coordinator with “Construction Systems Associates” for generation of a 3-D computer model and isometrics of the complete paper machine project.

Shell Canada Ltd., Scotford, AB, Canada – Project Engineer/Process Engineer/ Piping Area Engineer for detail engineering of a Utility plant for a greenfield synthetic crude oil refinery.  Utility unit consisted of raw water treatment, boiler plant, steam distribution system and glycol cooling water circuit.

Chevron Canada Ltd. – Burnaby Oil Refinery, Burnaby, BC, Canada – Project Manager for detail engineering for revamp of a new FCC reactor/regenerator with existing gas separation unit.  Also provided project definition for an alkylation plant (sulphuric acid) relocation from Ontario to British Columbia.

Mohawk Oil Ltd., North Vancouver, BC, Canada – Project Engineer for detail design of a new thin film evaporator plus associated vacuum piping, pumps, and vessels for re‑refining of used lube oil.

Jeddah Oil Refinery, Saudi Arabia – Process technologist in the crude unit, FCC (UOP SBS) and utilities (boilers and desalination) areas related to day-to-day problems.  Determined the optimum operating philosophy for the refinery air, steam, and desalination plants.  Planned, purchased and implemented 5 PC LAN at the refinery for the use of the Technical Department.

Chevron Canada Ltd., Burnaby, BC, Canada – Design Engineer/Project Engineer/Energy Conservation Coordinator:

  Implemented all phases of various in-plant capital projects, including crude unit, FCC, Stretford sulphur plant, tankage, and effluent system.

  Developed and implemented the Chevron Burnaby Refinery Energy Conservation Program with emphasis on organization, communications, operations, monitoring, maintenance, and capital budget investment engineering studies.

Shell & BP Refinery, Durban, South Africa – Refinery Planner/Fluid Catalytic Cracker Process Engineer:

  Day-to-day scheduling of all refinery process units (including crude distillation, catalytic reforming, catalytic cracking, thermal cracking, alkylation) and the blending of a full range of finished products.

  Responsible for all technical assistance for test runs and process/process control optimization of the catalytic cracking unit (UOP SBS) including downstream treating units such as gas recovery and Mercaptan oxidation caustic treaters.

  Authored a Project Managers Training Manual and co-authored the following:

·         Manual with the Information Systems group to plan the systems necessary to support the engineering software and to develop a model for charge out of their services.

·         “IT / IS Implementation Plant & Costs for New Industrial Facilities” as part of two feasibility studies.  This included definition of communications, network architecture and user systems.

·         Assisted in development and review of computer based Project Cost Management system suitable for medium to large heavy and light industrial projects.  Product in now (2005) being implemented on a medium project.  Product user interface, friendliness, and cost control logic is superior to products currently used by AMEC and Fluor.
